The law in Cyprus requires ALL operators of small high-speed vessels to be in possession of a full High Speed Small Vessel driving licence (an operators licence) issued by a competent authority. 

Within Cyprus this means that you must be in possession of an operator's licence issued by the Cyprus Department of Merchant Shipping (DMS).  Learners may drive only when in possession of a Learners Licence and when accompanied by a person who is possession of a full operators licence.  Persons who are at least 17 years old may apply for a Learners Licence.
